one thing to think of when it comes to purchasing Li-ion cells is asking the seller if they have the test report for the cells, and they should be re-tested if the cells are connected in sequence to form a battery/battery pack. All Li cells/batteries must pass tests outlines in the UN manual of tests and criteria section 38.3 to be able to be shipped round the world. so if you are buying from any reputable seller, they should be legit cells/batteries. but obviously any shady sellers could be lying
