In answer to the sleeve question, I'd probably just use a 18650 to 2x700 adapter, a bit more robust than a thin bit of plastic with questionable thermal properties. Or just put the battery positive up. That's not to say you cant run it the other way, just need to be aware of your wrap condition.

Try fitting a 30T in a 18650 sleeve....

I figured it out (or rather, people on reddit helped) though.
