The school leader who took leave of her senses to strip search teens on her failed quest to hunt down vape devices has been charged by the Oconto County District Attorney. Confining children in a toilet and forcing them to strip was met with outrage by parents at the school and incredulity in the wider community.

Last week, Planet of the Vapes detailed how District Superintendent Kelly Capser gave her blessing to strip searches of students at Suring High School. As well as authorising them and barring students from contacting their parents, District Superintendent Capser conducted some of the searches personally.

There’s been unspeakable things done to our children,” commented one parent in abject disgust. “Actions no child should ever have to endure. Our kids are terrified to come here. School is supposed to be a safe place – sometimes the only safe place they have, and it’s been taken from them.”

Another parent detailed some of the horror her child was subjected to: “She was taken into a room and gave them her vape and the superintendent told her that she was going to strip search her anyway. She stripped her down to her bra and underwear and had her pull her bra out and looked down there to make sure there was nothing there. I was informed hours later that it was done and that she would receive an in-school suspension.”

Oconto County District Attorney Edward Burke Jr. said: “Kelly Casper lacked legal authority to confine the students in a small restroom located off the nurse’s office located in the Suring School Public School complex. The facts and surrounding circumstances lead the State to conclude that the children involved did not consent to be confined.”

He continued: “Once the children removed their clothing, any opportunity they had to escape would have subjected them to further shame and embarrassment.”

District Superintendent Kelly Capser now faces the prospect of a maximum penalty of six years in prison on each count and a $10,000 fine.

It doesn’t end there. Parents of some of the children have stated that they will be seeking justice through the filing of a civil suit, claiming the children's Fourth Amendment rights have been violated by the confinement and strip search. The Fourth Amendment provides the right to be protected from unreasonable search and seizure by the government.
