Italy To Lower Vape Taxes

Go Business SRL, a business start-up company, is reporting that Italy is set to drop the tax on e-liquids back to 2020 levels

From August 1st, a legislative amendment will reduce the tax on e-liquid to 2020 levels. The amount will range from 0.42 to 0.84 cents. The news, shared by Go Business SRL, a company specialising in new business start-up innovation, indicates a good direction of travel – but Italy could still do more to promote vaping as a reduced harm alternative to smoking.

Go Business SRL says that economic reasons were added to the health ones as justifications to adopt the amendment. The tax rise came into being as a response to the COVID pandemic, but the vape sector ended up being the only one to be hit by a tax burden. The Sostegni decree will address this unfair situation.

The proposed percentage reduction will result in the tax changing from 15% and 10% on both e-liquids with and without nicotine, respectively, to 10% and 5%. The amendment is now confirmed, but the industry is left wondering whether the automatic increase in taxation envisaged by the budget law for 2021 will be amended too. It is hoped that the increases planned for 2022 and January 2023 will be completely repealed.

The text of the amendment was elaborated, proposed and signed only by the Northern League parliamentarians. The politicians failed to get agreement from a coalition that would have assured its passing, but the measure was fortunate to secure enough votes to guarantee its passage. It then moved to confirmation by the Budget Committee of the Chamber of Deputies, making it possible to modify the Sostegni decree at the 11th hour.

Parliamentarian Matteo Salvini expressed his satisfaction with the good result obtained, confirming the goal of protecting businesses, jobs, e-cig shops and, above all, the health of Italians. In his words, the League recognised the prosperity of the electronic cigarette and vape sector, seeing the tax imposed on these products as a limit that could have slowed their growth.

Gianluca Giorgetti, vice president of industry body Anafe-Confindustria, was delighted with the achievement, stating that it would be a real benefit for the whole vape sector and the people, shops, families, and businesses involved.

Giorgetti believes the amendment will have a positive economic impact for employment, guaranteeing jobs for the thousands of people currently working in the industry. It will also help to make the reduced harm alternative more attractive to current smokers thinking about switching.

Go Business SRL concludes: “In short, all the major players in the field see this amendment as a breath of fresh air for the e-cigarette industry. The situation therefore returns to be more favourable to vaping companies, at least starting from August 1st and until December 31st of this year.”
