unregulated mod dual 18650

is it okay if i'm build unregulated mod with dual batteries without fuse in it? but i put on/off switch, using mosfet and 15K resistance on mosfet, is it safe without put any fuse in int?

If you do not know then you really shouldn't be mucking around making an unregulated mod as you should know about amps and volts and wattage and also ohms as you will be going into DANGEROUS territory.
