Basically, the UK implemented the TPD via the TRPR, so it's the TRPR that needs changing.
Read what it says there about 'standards for petitions' and ask yourself if your petition is really up to standard to go before parliament
The petitions committee can:
invite you to talk to the Committee in person about your petition – this could be in Parliament or somewhere else in the UK
I'm not saying this to be intentionally mean or disrespectful but ....... I'm really not sure I'd be happy with you representing the vaping community or vaping businesses in that situation.
Bare in mind the op’s petition is on change.org . change.org is a private business run for profit and based in america.

They make a fortune out of selling the email addresses of the people who sign up to the petitions. That’s it’s main purpose.
So whatever you do, don’t sign it !
