I can answer this partly, as a mate of mine lives in Norway full time and I am over there quite regularly.
As far as I can tell, it seems to be accepted over there, but vape shops seem to be quite limited, I think there is only one shop in Oslo and it hides downstairs under a coffee shop (the type that sells coffee machines, not actual cups of coffee).
Biggest problem is that they are not allowed to sell juice with any nicotine in it, as apparently it's seen as a 'gateway to smoking'.
In terms of price, it's like everything in Norway, more expensive than you would find in the UK.
