At the first price I'm ordering. At the second I'm not. Please advise?

Also,I placed an order some time ago for several items including two Samsung 18650 30q batteries. I got an email showing all but the batteries shipped. Another email then showing two packages and two tracking numbers. I have received one package containing all but the batteries. No sigh of the batteries and no tracking info.
