@scrumpox and @mannikon yep would be a game changer but somehow suspect that will not pass through legislatory process... and her as well is unlikely... but we can hope...

This is the first I've heard of this and it at least sounds like it's going the right way. If this passes you can bet there will be pressure on the UK gov't to tow the line and stop classing vaping products as NRT devices and start promoting them as legit alternatives to smoking.
