We all know if anywhere bans flavours in eliquid it will go the same way as the tpd bottle size restrictions. Eliquid will be unflavoured and will come with a free small bottle of deluxe flavoured room odouriser, which some people will choose to tip into their unflavoured eliquid bottle.

Any country can choose to not enact (almost) whatever directives it chooses to iirc.

No veto all the same regulations as any EU country.
