I don't think the dolce de leche we use in vaping is real dolce de leche, but rather an emulation thereof. Real dolce de lech is condensed milk heated till it caramelises, and most definitely contains a lot of sugar! I doubt it would be vape safe. Most flavourings are made from flavour molecules that are emulations of the real thing.As far as I know, none of the sweeteners in use at the moment contain sugar, after all that would clog up the coil, they usually use ethyl maltol, stevia or dulce de leche (not sure if that contains sugars).
Having said that, I'd check with your specialist (assuming you have one) about glycerine.
