Vaping isn't banned under the smoking ban. It is however store/venue policies you adhere to, it's unlikely you'll find a Vape friendly cafe.

Unless it's a Vape Cafe, I work in one in Nottingham.

There's one I know of in Edinburgh and some popping up all over the country.

There's also an American diner / Vape shop up towards Liverpool way.
