is the vape therian 250 a temp control mod only?

can do tc, but you can also use kanthal in power mode, not just a tc mod

tc wires - ss, nife, ni200, titanium
(ss can also be used in power mode)

No it's like all other DNA Boards, both Variable wattage and Temp Control. You could vape with standard wires at your regular 15 watts - however TC works a little differently in that you set the temperature you like to vape at and the mod then varies the wattage continuosly in real time to maintain that set temp. For a TC Beginner I'd reccomend NiFe30 wire as it's incredible easy to work with, SS Is also easy to work with but requires higher coiling skills to get good results as you need to build even smooth space coils. Titanium is next - hard to work with but long lasting once you've got it in place...
