i just managed to know how they can sell this nicotine, basically is pure nicotine powder, mix with water, has been tested and it does not vape so the TPD does not apply as the nicotine liquid is not vapable.

Maybe they are meaning nicotine salts, and something got mixed up in the translation?

probably it doesn't say what type of nicotine is just say in nicotine in water so maybe are salt of nicotine

If your pal is opening a vape shop it’s likely he can buy stronger nic than a regular member of the public. That might be why.

ok, do you know if the TPD law is the same all over EU or is Country can adjust it as long as the keep the guide lines of the TPD law?

Some of it is up to each country to interpret but I think the nic limit might not be. Hopefully someone more knowledgable can confirm.

ok, thank so far, as to come back this supplier showed that last week had a check for the Italian authority, because obv some competitor wanted to see clear of this, and it was all good because as the nicotine is mixed with only water, is not vapable apparently so the TPD law can't be applied
