Maybe a silly question regarding sugar in concentrate

So my Mrs bought some concentrates on eBay which at first I guess is a no no but I have myself from reputable companies but anyway some were bought from the company I have posted a link to (below) and on their website it is high concentrated food flavouring and seems to have sugar in. On eBay it says no such thing so I have msged then and they say they are fine for eliquid making and to mix at 15%! But surely not if they include sugar?

Those do look wholly unsuitable for vaping.
