Does pg/vg ratio effect steeping

Just a random question really but checking my steeping liquids today I noticed a major difference in two custard bottles I have
Mix 1 is 3 weeks old and clear, but it's pure vg besides the flavoring and nic
Mix 2 is 2 weeks old and amber coloured with a more concentrate like smell, it's 70vg/30pg
Both have the same 15% flavor mix from the same bottle and same 3mg nic
I'm just wondering if both had the same treatment and storage what could have caused the newer mix to be better steeped in a shorter time?
Mostly because I'd like to recreate it as it's a nice mix that I'd rather wait a couple weeks for than a month or so
 
Heavier VG based liquids take longer to steep as the flavours take longer to mix with the vg.

Right thanks, I never thought the ratio would make that much of a difference, the higher vg hasn't changed at all since being mixed unlike the 70/30 that's had a major change
